Pozdrav,

VFR flight in CTR shall be operated as controlled flight in compliance with Annex 2 and the procedures specified below:
a) Flight plan - Prior to flight within a CTR, a flight plan shall be submitted, containing at least the following data:
• Aircraft identification and type
• EOBT (for departures, when the flight plan is submitted in advance).
• Entry/exit point.
• Number of persons on board (for departures and arrivals).
Flight plans may be submitted by radio before entering the CTR and, exceptionally, before departure.
b) Air traffic control clearance - Prior to flight within the CTR, an air traffic control clearance shall be obtained from the appropriate Aerodrome Control Tower (TWR). The clearance may be deviated from only in an emergency situation necessitating immediate action, in which event TWR shall be notified as soon as practicable.
c) Radio communication - Two-way radio communication shall be maintained with the appropriate Aerodrome Control Tower on the prescribed frequency. When traffic conditions permit, however, VFR flight in CTR may exceptionally be authorized without radio communication unless otherwise in AD 2.20.
d) Position reports - Reporting of position and level shall be made over reporting points specified by ATC and when entering and leaving the CTR.
e) Holding - When flying a published VFR-holding within a control zone, the indicated air speed (IAS) shall not exceed 140 kt, otherwise ATS shall be advised. Holding shall be performed according to VAC, unless other notice.
f) Local traffic regulations are in force in several CTRs (see AD 2.20).
